After planning and engineering review and revisions, plans went before the city’s planning and zoning commission May 4. Bandas said the concept plan would need council approval before submitting it for Federal Emergency Management Agency review because nearby wetlands and a proposed channel to improve natural drainage. “We’re asking for approval of this whole plan because in order to implement it, we have to build this channel,” Bandas said. “We have to build this channel, which is very expensive, and I doubt anyone wants to put out that much money for us to handle it without an entire concept plan approved.
